Emaan M. Osman

Principal Director Acquisition Analysis and Planning Subdivision

 

Emaan M. Osman is the principal director of the Acquisition Analysis and Planning Subdivision at The Aerospace Corporation’s Chantilly, Virginia, campus, where she oversees an organization dedicated to improving acquisition outcomes for the space enterprise and enabling the next generation of resilient, advanced space-related capabilities to maintain U.S. superiority. Her technical expertise spans systems-of-systems engineering; command, control, communications, computers, intelligence, surveillance, and reconnaissance (C4ISR); improved decisionmaking; decision support; portfolio management; acquisition; interoperability; architecture; experimentation; international security cooperation; and border security.

Over the course of nearly three decades of service in the federally funded research and development domain supporting national security, Osman has held many leadership roles working with a broad sponsor base, including the U.S. Navy, the Department of Homeland Security, the U.S. Air Force, the Defense Advanced Research Projects Agency (DARPA), the U.S. Army, the U.S Space Force, the Department of Energy, NASA, and the Intelligence Community. Osman has a proven track record of building and leveraging diverse, inclusive, multidisciplinary cross-organizational teams, attracting, developing, and retaining excellent talent, collaboration, and strong complex systems engineering skills.

Prior to joining Aerospace, Osman was the chief engineer for The MITRE Corporation’s Naval Enterprise and Sea Systems department and the Modeling and Simulation Outcome lead for MITRE’s Naval Division. Osman also served as department head for MITRE’s Naval Enterprise and Sea Systems. She was MITRE’s deputy portfolio director for Mission Enablers, supporting the Department of Homeland Security headquarters. As MITRE’s department head for International Operations, she led a highly skilled team working across the globe on security cooperation with partner nations. Osman also led MITRE systems engineering support for several projects and regularly advised senior customers. She has done extensive work in acquisition, portfolio management, interoperability and integration, strategic analyses, systems of systems engineering, modeling and simulation, architecture, and concepts of operations.

Osman also spent several years at Monmouth University (West Long Branch, New Jersey) as a member of its adjunct faculty, where she developed and taught graduate software engineering courses and advised students completing their Capstone Projects.

Education

Osman holds two bachelor’s degrees: one in mathematics from the University of Waterloo and the other in computer science and mathematics from Rutgers University. She also holds a master’s degree in software engineering from Monmouth University.

Affiliations

Osman serves as a subcommittee member on the Army Science Board and is an Aurora certified guide with reacHIRE, teaching leadership to empower women in the workplace.
