Reducing U.S. Space Expenses via Competition, Cooperation

This Space Review article discusses how achieving cost reduction in U.S. space policy would require that we implement and balance two seemingly contradictory approaches in the international playing field. The first is cooperation, where there is synergy between the U.S. and foreign partners, and second is competition, where there is less cooperation between the U.S. and foreign partners.
