This document represents an achievement in mission assurance for U.S. space vehicles. This report can be used as a communication tool between the U.S. Government and Industry Partners during pre-award of space acquisition programs. Approximately 50 government and industry experts collaborated to create an updated framework integrating over a decade of lessons learned with cutting-edge risk management approaches. The document refines previous guidelines, focusing on mission classes C & D, mission risk classification, and the "Do No Harm" policy. The revised guidelines introduce ten new mission assurance processes with enhanced quality management addressing modern challenges in system architecture and operational safety. A graded approach tailored to different mission risk classes balances cost, schedule, and technical performance, creating a flexible framework supporting both high-risk and modest-risk missions.

A key strength is comprehensive integration of contemporary best practices through extensive multidisciplinary collaboration. The team incorporated insights from experts at Lockheed Martin Space, Boeing, Raytheon, Northrop Grumman, L3Harris, the Software Engineering Institute, NASA, BAE, Millennium Space Systems, Blue Canyon Technologies, and The Aerospace Corporation, ensuring the guidance reflects real-world challenges and state-of-the-art solutions.
