Issue Brief: An Organic Act for NOAA

This Issue Brief discusses how streamlining NOAA’s mission, purpose and authorities, enabling its political leadership to manage at the agency level, and realigning the budget to match the administration’s priorities are motivations to establish a NOAA organic act. These motivations, along with challenges, are discussed along with a historical summary of efforts by various stakeholders gaining a single-authority statutory charter.
