He recently served as acting chief financial officer at NASA during the presidential transition and brings more than 25 years of experience in leading financial operations and driving enterprise transformation across government and industry. Shinn will join Aerospace on Oct. 20.

At NASA, Shinn oversaw all financial management and performance activities relating to NASA’s programs and operations across a $25 billion-plus annual portfolio. He has significant expertise in financial operations, strategic planning, performance measurement and organizational management.

“Steve is the ideal leader as we emphasize operational excellence that maximizes our value and empowers our team to effectively deliver on our critical mission,” said president and CEO Tanya Pemberton. “He brings strategic vision, experience in day-to-day financial operations, proven transformation leadership at large-scale organizations, and a passion for space.”

“Over the past several years, Aerospace has undertaken a significant modernization of our business functions and financial tools,” said chief operating officer Kathleen Naeher. “I look forward to working with Steve as we continue this journey and integrate enterprise services across the company to support the mission.”

Shinn held increasingly responsible roles over the course of his 15-year career at NASA, including deputy chief financial officer, deputy chief financial officer for Center Operations, and chief financial officer at NASA Goddard Space Flight Center. Prior to that, he was responsible for all business and project control functions and the annual business planning for the Space Department at Johns Hopkins University Applied Physics Laboratory. He started his career at Computer Sciences Corporation.

His work has been widely recognized and awarded, including with the Presidential Meritorious Rank Award and multiple NASA leadership honors for transforming technical and business practices across the agency.
